"State responsible for reparation," says Ugandan Law Professor Print E-mail

A Ugandan Law Professor has told the Truth Commission that the state is solely responsible to pay for reparations under International Law.



Professor Samuel Tindifa said it is because the State has an obligation to protect rights and ensure violations do not occur.

 



He however, said in certain situations, individuals responsible for violations may be made to pay for reparations as advanced by the International Criminal Court.
 

The Ugandan Makerere University law professor made the statement at an ongoing hearing on reparations at the Truth and Reconciliation Commission.
 

Also, a lecturer at the Marcus-Garvey Pan African Institute in Uganda, Luutu Mukasa advised the TRC to help restore broken relationships with our ancestors.
 

Two other experts from South Africa, Johnny Steinberg and Theresa Edelmann urged the TRC to consider reparations for victims of the war.
 

The ongoing TRC reparations hearing is being held in partnership with the Harry Frank Guggenheim Foundation based in the United States.
